Although I always found the dynamic between Rhett and Scarlett on the one hand and Chuck and Blair on the other to be similar, I also have to agree with those who claim that Chuck is as different from Rhett as possible and Blair, despite all her flaws, appears to be a far better person than Scarlett.
It’s true. Chuck Bass is no Rhett Butler.
That’s because he’s a complete Scarlett O’Hara.
They are both twisted and heartless children, often playing with other peoples’ feelings. Their personalities could be described as toxic, since they destroy everything around them. At the same time they’re trying to reach the impossibly high standards of their beloved and feared parents. But no matter how hard they try, Chuck is not that mature young man Bart wants him to be and Scarlett isn’t a real lady like Ellen expects. They constantly fail and the truth is that it’s actually their own fault.
They go through many hardships to maintain the only thing they seem to value in life - their parents’ legacy. Chuck traded his girlfriend for The Empire and I doubt there’s anyone who will argue that Scarlett was ready to sell her soul to keep Tara. Trying to reach their impossible dreams, they forget what’s really important and lose their loved ones. When they realize that, it’s already too late.
Also, somehow twins always find them.

Scarlett: Rhett! Rhett, where are you going? Rhett: I’m going back to Charleston, back where I belong. Scarlett: Please, please take me with you! Rhett: No, I’m through with everything here. I want peace. I want to see if somewhere there isn’t something left in life of charm and grace. Do you know what I’m talking about? Scarlett: No! I only know that I love you. Rhett: That’s your misfortune.
Blair: Chuck! Stop! Don’t go. Or if you have to leave, let me come with you.Chuck: I appreciate the concern.Blair: No. You don’t. You don’t appreciate anything today. But I don’t care. Whatever you’re going through, I want to be there for you.Chuck: We talked about this. You are not my girlfriend.Blair: But I am me. And you are you. We’re Chuck and Blair. Blair and Chuck. The worst thing you’ve ever done—the darkest thought you’ve ever had—I will stand by you through anything.Chuck: And why would you do that?Blair: Because I love you.Chuck: Well that’s too bad. Scarlett: Cathleen, who’s that? That man looking at us and smiling. The nasty, dark one. He looks as if… as if he knows what I look like without my shimmy.
Blair: You can see right through me. Can’t you, Chuck? Right to my core. Do you remember the first time you saw the real me? The Blair that danced for you that night at Victrola? The Blair with none of the hangups, none of the frustrations. (2.19)
Rhett: Someday I want you to say to me the words I heard you say to Ashley Wilkes: “I love you!”Scarlett: That’s something you’ll never hear from me, Captain Butler, as long as you live.
Chuck: Say it. Say those words you wanted me to say.Blair: Chuck Bass, I… I will never say those words to you. (2.07)
Rhett: I’m not asking you to forgive me. I’ll never understand or forgive myself. And if a bullet gets me, so help me, I’ll laugh at myself for being an idiot. There’s one thing I do know… and that is that I love you, Scarlett. In spite of you and me and the whole silly world going to pieces around us, I love you. Because we’re alike. Bad lots, both of us. Selfish and shrewd. But able to look things in the eyes as we call them by their right names. […] I’ve loved you more than I’ve ever loved any woman and I’ve waited for you longer than I’ve ever waited for any woman.
Blair: It’s taking all the power I have to walk away from you. Chuck: I know. But I need to let you go. You need to let go.Blair: I’ll always love you.Chuck: I will always love you. (4.22)
